The money Mike collects goes into his pocket. Since he does not provide receipts or keep business records, I do not believe this income is being reported to the IRS or State.
This money does not go to the Forest Service. At one time, the Forest Service paid Mike to remove trash from the springs. I am not sure if this arrangement has continued.
