LA DWP will be required to return one-third of the water it has historically drawn from the Owens Valley to comply with a dust-cleanup plan agreed to in 1998. Contruction costs for the pipes and pumps have escalated from the original estimate of $120 million to $415 million.

This cost and the loss of water will be addressed by rate increases, conservation and additional draws from MWD.
