Looks like the paper got it right this time. The locals in Juniper Flats/Milpas Highlands have no confidence in Chief Ranger Nelson being effective in dealing with illegal OHV activity whatsoever. As Cheif Ranger, he has done nothing to stop it in the Deep Creek area.
