The focus of my activities involving Moss Mill Road is to hold those accountable for the criminal acts used to illegally close this road. The BLM have continually lied to a Congressman about Moss Mill Road easement and this is well documented.

However, the public has a federally protected right to reasonable access of public lands without fear or threat. Currently, the public is being denied that federally protected right. Mike Castro has threatened members of the public who go around his property and their vehicles are vandalized.

The federal agencies have a duty to ensure that the public is provided reasonable and safe public access. The agencies should either improve the existing route around the Bowen Ranch or provide a parking area that two wheel drive vehicles can access (separate from the Bowen Ranch).

The Deep Creek area has been provided almost no law enforcement for numerous years. San Bernardino Sheriff's Department only responds to citizen requests for emergency assistance. They are not there on any regular basis.

You rarely see a BLM truck in the area. They don't appear to patrol on any regular basis. The Forest Service provides weekend visits during the peak months on the weekends.

I agree that this area needs some regular law enforcement attention. It is isolated and its use is increasing. I just think that these agencies don't want to spend any money on this so they were willing to have Mike Castro act on their behalf. But, this set up is illegal and allows for abuse.

However, they have a responsibility to the public. I think we should start by finding out from the agencies involved what their current and past budgets are for law enforcement in the area. How do they plan to manage the area with regard to law enforcement? They acknowledge that there will be an increase of visitors to this area.
