You are correct in stating that the same cast of characters is involved. The team of Castro and Nelson does not use a rule book and will not hesitate to use intimidation.
However, to constructively address the question of re-opening Moss Mill Rd., it would be necessary to make a strong argument in that direction and present it in WEMO. Don't waste efforts on fighting the past.
Keep in mind that many of the hot springs visitors have indicated that they would prefer to have it remain closed. They don't want to faciliate access to a fragile area that already requires an intense effort by DCV to protect.
I suggest pushing for law enforcement and monitoring by BLM. When the problem of lawless is effectively addressed, you will more readily find support for opening Moss Mill Rd.
