Re: BLM claims 86-87 route network is in effect

J1299 is legaly closed as it does not appear on the 86-87 route designation network. Barstow BLM has adopted a policy of not rehabbing any trails until WEMO decision is signed. Projected date is sometime in April. Citations can be issued however on routes not marked as open. That job is up to BLM law enforcement personel. As far as I am aware, no citations have been issued on J1299 despite numerous reports. We have urged the BLM to take immediate action and close it to prevent further damage.
