Most victims of Mike Castro's crimes fail to report them to the agencies for many different reasons. Some just want to go to the hotsprings and not be hassled. I know that this is not all of the reports either as one deputy in 1996 said that Mike Castro had a rap sheet (record of arrests & prosecutions) as long as his forearm.
