The official position of the BLM Field Office in Barstow is that there are no problems with OHV non-compliance is the area of Juniper Flats. Ranger Nelson's field reports are expected to reflect that position.
BLM response has been limiting to re-dedicating efforts to ensure that J1299 will remain open. This appears to have been greased through to State Level.
We were previously informed by the Resources Branch Chief and the Barstow Field Manager that J1299 is a "done deal". So who made this deal and why was it not public? Why was J1299 inserted in an Amended Decision Record following the period of public scrutiny in a subversion of process?
A letter to State Director Mike Pool protesting that the Barstow Field Manager admitted that the previous public planning effort had been disregarded in WEMO has gone unanswered.
