Thank you for your efforts in removing candle wax. Education of night-time users is still the most difficult task for DCV, but we won't give up trying.
As for your experiment, I'm afraid that others have already tried that with mixed results. It is true that the immediate area does stay cleaner when there is a container available for trash, but it also creates another problem because many users assume that leaving their trash is o.k., so it piles up until enough volunteers manage to cart it all out.
Leaving trash bags also may do some good, but may also result in users hanging the bags in trees, filling them up, and again leaving all of their trash for others to deal with. It is possible, though, that some users will be good enough to take a bag, fill it, and cart it out. Let's hope so!!
