The other method is to document the problem, like Laughing Bear is suggesting. Involve many citizens. Send letters to the BLM at all their offices to include Riverside and Sacramento as well as Barstow. These letters need to be sent with proof they received. Build up your documentation to eventually submit to the Inspector General or other avenues within the BLM to seek redress of your grievance.
In addition, you may want to contact some of the 4 wheel drive clubs or organizations and work them on solutions to your concerns. One of the largest and most powerful is CORVA and I have some contact information for them.
I think there is not sufficient enforcement by the BLM in the Juniper Flats area. Ranger Nelson is directly responsible for law enforcement in the area. I think it would be interesting to know how much money is allocated to law enforcement for the Juniper Flats area. This information can be obtained through a request under the Freedom of Information Act.
Ranger Nelson states that he supervises eight rangers. What do these eight rangers do and where do they patrol? I really think you would find out some very interesting information if you were to request these records.
