The only proposal that I have heard at these meetings was a suggestion that they be required to take an exam as a condition of receiving a green sticker. I don't believe BLM is considering this seriously as it was the subject of a side discussion and not a part of the regular meeting. This proposal is a weak step as non-compliant riders often do not bother getting a green sticker and their open defiance of the law negates the education aspect.
If they want reception to single-track OHV trails mixed with other recreational usage, the OHV community must actively address the consequence of the misbehavior of their own Who now suffers those consequences? It is not the OHV community, but the environment and the residents of areas that they have targeted. As I said, when I see dirt-bikers out restoring illegal trails and repairing cut fences, that will be a signal of real concern and cooperation.
