MG, in saying that the Bowen Ranch Road is on private land up to the village, are you trying to say that this road is owned by private landowners to that point. My understanding of the legal status of this road would be that even though it passes through private lands, the County of San Bernardino has dedicated easements for this road. which puts those lands, used for the road dedication purposes, under the control of the public domain, specifically the county of San Bernardino. For instance, a local landowner in that area could not come up to someone on that road and tell them to get off that road, because they where within his privately owned parcel. The land for the Bowen Ranch Road may be within private parcels along the way, but the road belongs to the public now, at least thats my understanding of it.
