When this program started in 1996 the big selling point to the public was that "80%" of the money generated from the pass would go directly back to the site from which it originated. So how is that going to get accomplished if you have a national pass system? We all know how efficient the federal government is.
This is a last effort by those who are trying to redress a rejected program, oh and how are those improved tiolets, picnic tables and trail markers that this program was sopposed to fix.
