So there is a fence blocking access to Cottonwood Springs? What does this fence represent, a land boundary? around a water source? around a cultural site?
If the cultural artifacts are being removed illegally, then the BLM should excavate the site to protect the artifacts. Once the artifact is gone it is gone. There is very little law enforcement in the area either so certain people may feel they could get away with committing a crime.
What about the horse riders? What is your opinion on horses in the area?
Please provide more details about the current condition of the area. Is the water source properly fenced as described in their plan? Are there gravel caps across the cultural sites? Are the cultural sites being looted?
