Well the motorized community have been very active for many years lobbying for there way. Just last year there were stories about the rangers at Yellowstone having to wear gas masks because of all the noxious fumes from the snowmobiles.
The American Recreation Coalalition have been spending a lot of time and money to bring the Bush family around to their way of thinking, which wasn't to hard. I've read a report from the Bush Sr. Library documenting a summer vacation that the ARC sponsered. It was a tour of national parks for the whole Bush clan with Dirrick Crandal as tour quide. (chairman of the ARC) He showed them all the possible uses for ORV, campers, boats, snowmobiles on public land. And the Bush's saw all the possibilities to consume gas. Everone saw a "win win" situation. Thus the ORV folk have a free run on the land.
