sp bill. There was no public hearing until 1999, 4 years after the fact and even then the public hearings were run in such a manner as to not allow a open forum. Who knows which canidate won the 'popular vote" in the last election, and hell, it doesn't matter who you vote for because someone will figure out a way to recall the elected official. So there you have it! We the people have very little say now.
