I think those caught riding illegaly should loose their vehicles. The auction of siezed property could then be used to help pay for the BLM enforcement.
The illegal off road crowd are extremly hard to catch since their faces are masked from view and they are highly mobile. There are many areas in the desert that provide ample lands dedicated for their off road use. Encouraging moving into limited use areas is unacceptable and its time for stricter enforcement. Charging a fee at the off road areas is a great way to pay for services without placing the burden on non users.
