Why wasn't this proposal put into the current West Mojave OHV Plan along it's wishful assumption for OHV compliance?
When fees were put on refuse disposal, some people started using remote roads to dump household waste. Similarly, if fees are charged in the areas dedicated to open riding, expect OHV users to refocus their riding toward limited-use areas such as Juniper Flats and adjacent to the hot springs.
The BLM admits to not having resources to monitor the dedicated open OHV areas, and they have been completely ineffective in restricting OHV's to dedicated trails in the limited-use areas.
Ron is asking for responsible use of public lands. I agree. The OHV community should either address their history of blatant non-compliance or face the expense of getting their riders under control. Their miserly green sticker fee is hardly a license to destroy public lands.
