While I may share the concern of where the funds will go, I consider it a good idea to have a user's fee. I look at the fee for CA State Parks for instance. Once you get past the initial reaction that we all don't want to pay for something we have got for free, the fees at these parks is relatively low and are used to provide basic trash collection, recycling bins and cleaning the facilities on these locations. We all know that a great amount of campers do not pick up after them when they leave, and I would not think OHV users would be different. In addition, you need to consider the damadge to the environment from both the treadmarks and potential fluid spills.
