Mike Castro received money from these teenagers at his place of business. Did these teenagers have permission to be up there unsupervised from their parents? Did their parents know where they were? When Mike Castro requires payment of money, he also accepts a responsibility.
This would be Penal Code Section 272, Contributing To Delinquency Of Minor: every person who commits any act or omits the performance of any duty which act or omission causes or tends to cause or encourages any person under the age of 18 years to come within the provisions of section 300, 601 or 602 of the Welfare and Institutions Code ........... is guilty of a misdemeanor.
Welfare and Institutions Code Section 300(b), The child has suffered or there is a substantial risk that the child will suffer serious physical harm or illness as a result of the failure or inability of his or her parent or guardian to adequately supervise or protect the child.
Because these teenagers were negligently allowed, by Mike Castro, to go through the Bowen Ranch at night, the sheriff's deputies had to be called out to search for them instead of conducting other activities where there services may have been needed within the community. There was "a substantial risk that the child will suffer serious physical harm..." the teenagers had to be "rescued".
