Wolf in Sheep's Clothing

Mike Castro does help people once in a while. That is part of being a wolf in sheep's clothing. He makes a profit collecting the toll and with that there is an implied responsibility. He hands out trash bags to people but does he go down there himself and pick up trash? The glass got past him and people at the springs were able to handle the potential hazard.
