Sometimes we people make decisions that dont turn out the way they plan. This is a good example. Since its not illegal to hike in on USFS or BLM lands ,the status quo remains today. Ultimatly,the USFS will decide what they want to do. I like the idea of volunteering for trailwork if the USFS wants some help in the future.
