Now that IS a good one. I've never heard it called that before, but it pretty much fits the effect.

And you're right LaughingBear, it is a shame that a select obnoxious few can tend to ruin things for the rest of those who work to make the place a great place for all. There are always those who figure that rules and laws apply to everyone else but them.

I'm afraid those type are in every city, every neighborhood, and they tend to visit special places from time to time as well. I guess that's what makes us appreciate peace and solitude all that much more.
