"(1) All reports, evidence, and testimony related to the Moss Mill road rock block is part of an open, ongoing investigation. Release of this information could reasonably be expected to interfere with law enforcement proceedings, could reasonably be expected to constitute an unwarranted invasion of personal privacy, and could reasonably be expected to disclose the identity of a confidential source. Therefore these documents are being withheld under 5 USA 552(b)(7)(A), 5 USA 552(b)(7)(C), and 5 USC(b)(7)(D)"

"We have reviewed with our Solicitor's office the contents of the Moss Mill Road rock blockade criminal investigation file. While BLM has decided not to pursue enforcement proceedings at this time, we conclude that release of the information could reasonably be expected to constitute an unwarranted invasion of personal privacy and could reasonably be expected to disclose the identity of a confidential source."
