Kevin, Do you feel that the Bowen residence shouldn't meet current county codes and that any income generated there doesn't have to be legal ? The pursuit of some to see that the Bowen Ranch is in compliance with current codes and that its income is legal is not an endeavor that is going to close the springs. That is an argument I have heard that Mike Castro would suggest. He tries to portray that " if " the Bowen Ranch ever closes then DCHS will close. If you really believe this is the case then I would recommend that you call the USFS Enforcement Ranger ( Brad Burns ) for the area to ask him about this. The Bowen Ranch is a small 80 acre piece of property owned by a private person. DCHS is a public place owned by all americans. If you looked at the whole area in a satelite image and could see the insignificant outline of the tiny piece of property that is the Bowen Ranch I think it might become more clear to you that there are alot more things to consider than this little piece of private property. The issues of DCHS like access are in the hands of the USFS. The BLM may close certain parts of thier land or certain roads but from my experience there's not much you can do about that since they seem little interested in getting realistic public imput. Your best bet is to become informed of what the USFS is intending for the area. The USFS is not basing its decisions on what to do with DCHS and surrounding area on what Katrina is doing. If you doubt this ask the USFS yourself.
