The USFS parking lot at the beginning of trail 3W02 ( Bowen Ranch trail ) I think would be preserved either way as an access point for DCHS since it is essentially right next to the USFS and BLM common boundry. Route 3 dips into USFS lands just briefly at one other point which is marked and at the point where the route 3 trail begins. Since route 4 to route 3 is the one reasonable way to access the USFS parking lot I would think that given any plan that these access routes would be preserved. If the access boundries were pushed back futher due to a new plan, that would present the Bradford Ridge trail as a comparable access option. The Bradford Ridge trail is about the same in distance and time as hiking to the DCHS from the Bowen Ranch building.
