Eatbay, what does parsimonious mean?
I do agree with your idea that all citizens should be paying for the upkeep of public land, after all, regardless of whether a citizen accesses public land, they are still benifitting from it, the air we breath and the water we drink, the wood we use. It only seems logical to have every tax paying member of our country contribute.
