Yes it is open, I have only been there once. I went with Ron who has been posting here recently. He is very familiar with that clothing optional beach and may be along here to give you additional information. I have a brochure and it list a phone number to contact the " Friends of San Onofre Beach ", the number is 949-443-0891. If you contact this number then you can probably get any other information you would need.
