The next thing to check are the County Ordinances which are only found at the law libraries in San Bernardino County. There is one near the Victorville Courthouse.
The other issue to check on is probably in the Health and Safety Code concerning children and their welfare. Looking at Welfare and Institutions code Section 300 (c) or (d) may apply which talks about the parent not protecting the child from harm that could result in emotional damage or sexual abuse.
Anyway, the next thing we need to know is about any county ordinances.
