I heard about your incident from another person who was there. It is always very sad to hear about thefts. It is sad, however, it seems that the only solution is to keep your packs close to you which is a hassle or keep a guard dog with your stuff (and you know how some people feel about dogs).
This is a public place and there are all types of people. I wish there were a way to create such a good strong aura of peace and harmony creating a barrier to this type of behavior. However, we know that is not reality and precautions are necessary.
If someone was caught in the act, however, what further action would we want to take? What do you think?
