I dont think Barbara Boxer even knows the hot springs exists.Wild river status prevents improvements to the Mojave dam which would put the canyon under water. It will ensure that the headwaters of the mojave river remain free flowing.I have hiked from holcomb creek all the way down on the PCT and its amazing.Because the PCT runs down the canyon, the USFS wont close the canyon to hiking without major opposition. So,I would like to say its my opinion that a quiet approach is best.Too much noise may attract unwanted attention.A wild and scenic status adds protection to the river. The land has been a designated roadless area for many years.
I also aggree that an outhouse might help with sanitation. This wont take an act of Congress to achieve.Continuing to work with the local ranger in a positive and calm way is a realistic path.
