All forests are theoretically closed to prevent additional fires. The fact the new camping was opened worries me. The new ownership does not seem to provide stewardship of the springs. Instead they intend to run a store and possibly advertise on PCT to all pct hikers. Eventually the damage new campsite and its eager enterprenual outreach are going to speed up springs permanent closure.
