The notice was sent by a local resident and people reposted it - asking for public comment on the Campsite proposal, with liquor sales and store. The email addresses on the poster seem to be defunct for most people, and whatever email were sent have not been acknowledged.

This was the gist of the post:

Conditional Use Permit to develop a campground on a 3.38-acre portion of a 160 acre parcel to include a 1800 sq. ft. two story structure which will serve as a caretakers unit on the top floor and a camp store with off-site alcohol sales on the bottom floor, restrooms and showers, a solar carport, battery storage and water storage tanks, and a Major Variance to reduce landscaping requirements.
