With no respect due you are talking out your ass and that is completely irresponsible. How could you possibly tell if a algal bloom is toxic or not? According to the CDC "You cannot tell if an algal bloom is harmful by looking at it". So unless you have magic powers or took a sample to a lab, please top making statements like you did. You could get someone (ot their dog) killed.
