The Moss Mill route once you leave the private Property area going south winds around and eventually hits what used to be called 3N59A ( it may be designated as something else now ), and then you travel 3N59A on down to the USFS parking lot. Since all of that route except for the small portion across the private land is on either BLM or USFS lands, then it seems to me it would be legal to travel that portion of it to the private property boundary. Its been a while since I looked but when that route got closed in the early years of 2000 a fence and berm were put up to block the access from the Bowen Ranch Rd. The private property owner who now own that 40 acre parcel may have put up some sort of barrier on the south end of the Moss Mill route where it exits their property. Various people and four wheel drive groups do travel back and forth on 3N59A but the section of the Moss Mill route that goes north from 3N59A is probably not frequented by vehicles ( or very seldom ) since it has no access to the Bowen Ranch Rd. I have not been in that area since the route was closed. The part of the Moss Mill route from the private property to 3N59A goes across lands that are not too hilly or steep so that section of the route does not get damaged to much from rain runoff. It would need to be graded though if it were opened for public access.
