Once on the web page in the header click on the search for dates in the header. Then under dates put this date 08-30-1995. That takes you to page 45258 read the ruling from there to page 45260.
I find this federal register endlessly facInateing and am searching many other such subjects.
Also, while doing this research I have learned that the Forest Service had a pilot program in California only. It has now gone to @ 100 forest all over America. What I want to know is where is all this money REALLY going and who is keeping track of it ? Remember the NO NEW TAXES theme of the republicans ? Well, they said this is not a new tax but a fee. RIGHT !
