Naked Man, don't you get it yet? The trail you call "Wizard's" is irrelevant. There are millions and billions of access points off the JF3/4 routes! You can park anywhere and hike down to the springs down any canyon and you don't need to be on a trail. You've always been able to do this (with the exception of the Willow Fire restrictions, of course.)
There's no way you can call "his" trail a NEW access point! It's always been there!

How can you connect the vandalism with that trail? Is the new trail also responsible for vandalism in the past? What about vandalism at the trail head parking lot? Even before the new trail was created? The vandalism and the new trail can not be related in a reliable manner. There's been vandalism going on out there probably since the 1960's or before. No one knows for sure who the purpetrators are and maybe we never will.
