As other responders mentioned, hiking nude on the Bowen Ranch trail is fine. I have never worn clothes on that trail in 40 years of hiking it ( well maybe a few exceptions in winter). Here is the forest service regulation prohibiting nudity:
ยท Being publicly nude within one-quarter mile of the T-6 crossing (close to Arrowhead).
As far as I know the BLM doesn't have a specific rule, but generally it has been my experience that don't care about nudity as long as one is not in a BLM area that is "developed" meaning campsite, picnic area, or even a porta potti. So enjoy your free hike. Take sunscreen, food, water, a cell phone and a smiling face!
