Free hiking is part of the Deep Creek culture and is not "risky" - totally fine in the area as it is National Forest. You can search on this board for more discussions on this, including details of the small section of the Bowen trail that goes over BLM land where conceivably you could get a ticket…if there was a ranger sitting on that tiny portion of the trail for that express purpose…which never happens. I have been nude on the trail with Rangers before, and back when the regular Ranger for the hot springs area was still on the job, have seen the Ranger skinny dipping at the springs. So enjoy -
