First of all camping within one mile of the creek is illegal. The fine is 67$. If you are caught rangers look for other illegal things stuff like glass or drugs. So that can cost much more than 500$.
I have camped at the Freedom trail hundreds of times with only a small amount of trouble. I suggest you camp there also. It is only 1.2 miles to the springs. And there is plenty of acreage to spread out your camp site. As for dealing with the forest rangers just be polite and respectful and you can camp there for free up to 14 days.
To get there turn right just before the Bowen ranch sign. Then make the next 3 left turns. After the third left turn go 1/2 mile and park in the large open area there. The trail starts on the south side of the area next to the large boulders.
