This is a tough issue.
Can Mike be help responsible in any way for what people do at the Springs? I think not. He can screen people as they come in, yet he has no idea what their 'agenda' is, unless by some display of irresponsibility he detects 'trouble'. He's got a tough job there.
I detect some indication in the previous posts that somehow Mike is responsible for the 'bad' stuff going on, by way of allowing 'riff raff' to come in thru his propterty. That argument is 'iffy' at best. Put yourself in his shoes for a minute.
It is a fact, I would agree, that nearly ALL visitors at the Springs come in thru the Bowen Ranch, however.
It also sounds like what was trying to be said, was that opening easier, alternate routes into the Springs is not good for the Springs, since it's uncontrolled/unmonitored. Let's say that Mike's turndown rate is 1 in 10, whereas the turndown rate at the uncontrolled entry is obviously ZERO.
