I can tell you that the money should have come from a properly funded forest service. Instead a budget crisis has been created through years of underfunding, which led to a backlog of needed maintainance. So the folks within the ARC (American Recreation Coalition) cmae along with a plan, thus the Fee Demostration Program. The solution, instead of a federal program (the Forest Service) having the funds needed to manage their tasks coming from the general funds each year we now have a double taxation being applied to those who have direct contact with the areas of underfunding.
