If these were legitimate PCT hikers, they would have needed to apply for a permit, issued by the PCTA. The only thing I can think of is perhaps contacting PCTA and suggesting that they have hikers sign a form after reading about the garbage policy for certain local areas. They have been responsive to my emails and usually answer within a day.
