Indeed. That's the Navy's Advance Training Command. It's also home to their Parachute Training Command. There is also some command and control facilities for the low frequency submarine communication antenna array, which is the circular antennae just south of there.
By the way, people still sunbathe nude in the dunes near there. There are some nice pits in the dunes where you can't be seen from the road or the Naval building personnel.
