Rivernude, to be clear, National Forest Land and BLM land are both separate entities with separate rules regarding nudity. Yes, they are both Federal jurisdictions. The hot springs itself is National Forest Land, Bowen Ranch is private, and BLM land is some of the surrounding area.
No nudity is allowed on BLM land where there is a "developed" location. This translates to no nudity in picnic/camping areas where they may be a picnic bench, BBQ or toilet facility.
