By clear winner I would mean that there is a significant marging between the first choice and the next. For example if one option ends up with more than all the others combined would be really clear. However this is not very likely. I would expect that two or three choices might account for 60% or 70% of the points in which case we would have a run off between these options. The important issue is that the process is democratic, clear and transparent to all, which I feel we are achieving already through this forum.
As for what we are voting on I was trying to agree on the process, but if most feel that it is option B and want to start the voting process, that will work as well.
