Hopefully the exception and out of line to say the least. I would have reminded him that's it's a public beach and a free country. I was there over a weekend and used my cell phone near the volleyball area a few times, and yes, took a few pictures - but without anyone in the frame. My dad had a similar incident when he came out to visit. It was a clothed beach though. He was walking on the beach with a plastic bag over his camera. The reason he did this is there was a lot of spray from the waves, to protect the equipment from the salt. Someone ran up to him angry and asked him why he was doing that, then after he explained they retreated.

People these days jump to conclusions way too fast without thinking the situation through. Things are not always what they seem so we all need to at least try to be more intelligent in making assumptions about others. My favorite story to illustrate this point is about a man who gets on the subway with two kids who are out of control, running up and down the train being loud and aggressive, bumping into other passengers. The man seems to ignore the situation and just stares in front of him, not recognizing the frustration from the other passengers. Then one passenger walks up to him and tells him to get his kids under control. He quickly realizes what's going on and apologizes. He said they just left the hospital where his wife/the kids mom passed away that day and he was still in recovering from the shock.
