That sounds like a scene out of a bad movie or a news clip from the middle east - marines on one side, rangers on the other, people harassed and displaced - based on description not an ideal spot to relax. Maybe the south side of the fence some day will follow the fate of Gunnison, Sandy Hook.
I noticed Black's has a Tumblr page (http://blacksbeachbares.tumblr.com/), however the format is not as user friendly as a newsgroup type setup for forums. Looks like it's used mostly for Q&As.
Personally, I think it would make most sense to replicate the format here for other places rather than recreate the setup. It's simple and it works, just need a different URL. Just an opinion; not sure what bribes would be necessary for the admin though.
