Learned UCSD has had part ownership in Black's beach since 1967 and they are funding most of the cost of the lifeguards to the tune of $0.5M this year.
No nudity is allowed on that part of the beach. There is a paved road leading down to the beach, but only for pedestrians. Keys to the gate are only available to some residents on Blackgold Road and, the lifequards, and a few UCSD affiliated folks.Back in the day nudity was tolerated, but the City shut down nude use a few years ago. You now have to walk north to the Glider port trail for the clothing optional portion of the beach.
The rangers at San Onofre don't appear to be citing people any more since Ruth Coleman's departure. I never pay the 15 dollar day use fee. Instead, I park my car at Las Pulgas Road and bicycle in for free.
