Learned UCSD has had part ownership in Black's beach since 1967 and they are funding most of the cost of the lifeguards to the tune of $0.5M this year. They justified it due to cuts in the city's budget, the fact that they own part of the beach and that so many faculty and students go there ... making it their responsibility to provide the necessary services to the public.
Spent the weekend in SD over the weekend and stopped off at the glider port, but the winds were too light for a flight. On the way back today, stopped off at San Onofre but didn't feel like waiting in line to get to the parking lot - it looked long - and then paying the fee. Heard the authorities there have somewhat of an attitude problem from multiple sources so was not overly keen on a visit. Maybe next time.
